The Law improves the effective tools of the state policy implementation in the sphere of culture; regulates social relations connected with the formation, distribution, preservation and restoration of cultural values, and enhances legal relations in the sphere of culture.
The Law, in particular, determines the principal network, source of funding, legal basis of the economic activity of the cultural institutions, social guarantees for the cultural specialists, foundations of the international cultural cooperation, etc.
The Law of Ukraine on Culture is aimed at the implementation and protection of the constitutional rights of the citizens of Ukraine in the sphere of culture; formation of the legal guarantees for free conduct of cultural activity; freedom of creativity; access to the cultural values; cultural heritage and information about it; preservation of the national cultural achievements; regulation of relations between the economic entities in the sphere of culture regarding the intellectual property in the sphere of culture; realization and protection of copyright and allied rights; definition of the priorities of the state policy in the sphere of culture; forms, grounds and conditions of the state aid in the sphere of culture; guarantees of non-interference into the creative processes; mechanism of public influence on the formation and implementation of the state policy in the sphere of culture. Relations in the sphere of culture concerning protection and use of intellectual property are regulated by the legislation on intellectual property with account for this law.
Under the Law, the priorities of the state policy in the sphere of culture are fixed by the state programs on economic and social development of Ukraine and programs on activity of the Cabinet of Ministers of Ukraine with account for the aspects of the cultural development; state target programs in the sphere of culture developed and adopted pursuant to the legislation.
